We really need to figure out a way to clean up space debris. Yeah. It's pretty bad up there and we will eventually have to expand outward to survive.

We really need to figure out a way to clean up space debris. We already know how, it's just prohibitively expensive. So our govs keep kicking the can down the road hoping a solution will present itself that isn't so expensive. Or someone else will screw the pooch so hard they can turn and all point fingers at who should pay to clean it up.

Then we slingshot giant spit wads into the debris and knock it outward, away from the Earth in a manner that won't break it up. It's Wile E. Coyote genius!

So a giant ACME magnet aimed at satelites?

Lol. I think most plans involve nets and harpoons for the bigger pieces of junk and for the little stuff, magnetic arms and small cube sats. At least from what little I've read on the subject.
It's probably going to take alot of different solutions to really clean things up out there.
You gotta remember, it doesn't take much effort to change the orbit of a small object. The trick is changing it the way you want it to.
