Of course he can, we have faith in his fifty years in office. Why I bet Biden even gets Congress to greenlight a new, better, stronger wall to keep those filthy illegals* out all the while pandering to the Left by changing the terminology*.  * Oops I forgot, they're "undocumented individuals" now.
