Let us create a list of individuals of quality that would improve the U.S. government and discuss what those qualities are.
Here is one that quickly comes to mind: Jon Stewart

There are a few that come to mind. The problem is that most of them are rich, since we don't see very many poor or middle class people in the spotlight doing good things. Jon Bon Jovi Magic Johnson Those are a few who use their money to affect and help the lives of those less fortunate than they are.

Citizen # 41,346,682, selected randomly. You're retarded. That's far more likely to stick another Trump in office than it is some educated person with a true desire to make things better.

I'm going to go out on a limb and guess that libtard is implying that those in office are so bad that randomly choosing someone to replace them is likely an improvement. The problem is that the electorate are choosing the types of candidates we are wanting to replace. Therefore, are the odds that much better randomly choosing a replacement?
Let us get back to providing specific individuals, then discussing which of their qualities would help enrich U.S. society as a whole.

A random person off the street can't be much worse than the assholes in office now. I mean, we have MTG for god's sake...

And considering the yahoos we have now? Your point? It was about improving the caliber of elected officials. I don't have much faith in random replacement as the electorate is voting in those "yahoos."

And considering the yahoos we have now? Your point? You don't see the point in NOT putting in dozens more MTGs and AOCs than we have now? I mean, what we have is crap, but it's mostly solid crap. You'd turn much of that solid crap into the diarrhea that are MTG and AOC if we chose via random selection.

Beside Jon Stewart, you won’t find many people with whom the fundies on this forum can agree, as “individuals of quality” demonstrate traits which are typically associated with a liberal, left-leaning mindset.

I've already listed two. How many specific individuals have you put forth? If you try really hard you might be able to count that high.
