Today's strip implies the Pannuri are somehow sympathetic. I'd just like to remind everybody that long before anyone did anything to them even accidentally in this cycle of civilization, they were already constructing a device to destroy the galaxy. The existence of the Andromeda core generator suggests they planned to do the same thing there as well, since building these things takes thousands of years.

The Andromeda core is larger and has been 'funding' their war effort with Petey, the Milky Way core generator bomb was to end the war with the Milky Way decisively and in their favor, and yes I know they were 'at peace'. This is what paints them as "the bad guys".

This is what paints them as "the bad guys". The core generator took a very long time to build (I think it was thousands of years, but I could be misremembering. At the very least construction began before the comic started). Until the very last minute, it was being built as effectively a bomb. It stands to reason that the core generator in Andromeda was also under construction for at least as much time. It's only conjecture that the Andromeda core was intended as a bomb as well, but it follows the same logic. They probably only changed plans in response to Petey taking over the Milky Way core and therefor needing a way to fight against it.

Either they had some way of surviving, some way to escape, or they just don't care.

Or those DaMEs were willing to die to ensure the destruction of hated foes. Or, Occam's Razor, the Andromeda core generator was not meant as a bomb. However, as has been shown with the Milky Way gene, going from bomb to not bomb is possible, so they could just as 'easily' go from not bomb to bomb. That last one there? I suspect it will come up and be seriously considered by our heroes at some point.

Maxim 24 could certainly be applied to core generators.
Worth noting, weaponizing the thing may have been held in reserve as punishment for the selected caretakers failing to suppress forbidden tech.
If memory serves, the teraport wars came first, the core generator bomb was second. Assuming the paanuri only noted the forbidden tech at the end of teraport wars, you may have seen delays for communication, decision making, evacuation, and still needed time to convert unfinished tech into a working weapon.

Because they’re big enough to kill stars? An ant has no quarrel with a boot, and paanuri have no natural reason to care about normal matter folks, until the normal matter folks begin mucking with gravity and the fabric of space in big ways, ways that injure or kill paanuri. How will they resolve such matters. By talking? Using radio? Oh, I know. They can just make a normal matter relay from... uh... how? They’d need hands small enough to make electronics, and their hands are good for tearing planets in half. So they can’t really communicate with the normal matter folks, at least not with any ease, but they can swat stars around like balls at a pachinko parlor. ... #$*&! now this makes sense as a component of the story...likely a brick of foundation for things to follow. www.schlockmercenary.com/2019-04-30

The generator was being built for thousands of years, it was an enormous project for the Gatekeepers, and it was always designed to destroy the core. They were the ones that gave the Gatekeepers the technology! And it was built exactly to the spec they were given.
